Rule 21 of licensing Rules, 1986 and as such it is apparent that the order sus- pending the license and show cause no- tice impugned in the above writ petition were issued in accordance with law and with full lawful authority with a view to ensure compliance of the law of land; that having investigated the process of issuing the said license and having been satisfied as to the issuance of the license in violation of licensing rule and the long standing standard practice of not issuing license to 100% foreigners owned company, National Board of Revenue directed the licensing Authority of Chittagong Customs House to re- vise their decision by way of suspending the license issued to petitioner. The learned Counsel further sub- mitted that the interim order is harmful to public interest and ought not to have been passed and that the licence was granted at the instance of an outsider and as such, the High Court Division ought not to have passed the interim order.
