With a view to achieve its object has set up a modern television station and in that view of the matter, its Managing Director filed an application to the writ respondent No. 1 for granting a No Ob- jection Certificate (NOC) for operating terrestrial satellite television in the UHF Band. Thereupon the petitioners applied to the Bangladesh Telecommunication and Regulatory Commission (BTRC) for licence for frequency in the UHF Brand but BTRC did not issue the re- quired licence.
