Cancelled the order of promotion of the Respondent No.1 primarily on the ground that post of Stenographer is a newly created post and that Respondent's appoint to the said post of Stenographer was not made upon due compliance of the provision of Local Government (Zilla Parishad) Officers and Employees Service Rules, 1990.
