Rule 28.4- The departmental proceeding the delinquent employee was not given any opportunity of personal hearing as per service Rules and that the inquiry officer was appointed in violation of Rule 28.4 of the Grameen Bank Service Rules The authority concerned must comply with both these rules in conducting any departmental proceeding against any employee of Grameen Bank. Admittedly, in the impugned departmental proceeding against the respondent herein, the Inquiry Officer was not appointed as per this Rule 28.4., the enquiry officer was appointed in violation of this rule. All the subsequent proceedings on the basis of the enquiry report submitted by this inquiry officer have been illegal.
