Sadekur Rahman, Inspector, Customs and Excise and VAT Commis- sionerate, Sylhet as petitioner filed a case being Administrative Tribunal Case No.28 of 2003 which was renumbered as Administrative Tribunal Case No.112 of 2005 upon claiming that the persons serving in the National Board of Revenue (NBR) being Class I and Class II gazetted officers were not classified within a combined gradation list and promotion from Class II post to Class I post was being done at the whims and caprice of the authority.
