
Retrospective effect of procedural law
Procedural laws are
generally retrospective in nature-When a statute deals merely with procedures
that do not affect the rights of the parties, it is to be held that changes in
procedural laws apply to all actions, pending as well as future. In view of the
insertion of Section 2B in section 339C by Act No. XVI of 1991, the cases of
transfer made before 1.4.1991, a fresh period of 270 days will be available to
the transferee Court. Since 1.4.1991 a total period of 270 days only irrespective
of the transfers of the case to different Courts, will be available for
